Remarks on Pacific mail subsidy and commerce impact

Hon. H OC Burchard argues against doubling steamship subsidy, saying added service does not boost national commerce. He notes San Francisco tea shipments and tonnage figures show underutilized ships, with imports from China and Japan totaling modest sums. The measure, he says, should not spend $500,000 merely for show, for freight is carried already and consumer demand is not expanded by larger ships.
