Political Parties and their role in government
The passage extols political parties as useful tools to implement policy, arguing that united groups gain power to carry out measures, while warning that party abuses and unaccountable power threaten rights unless parties are kept in check by vigilant, critical citizens and external scrutiny.
Political parties as essential instrument in a republic
The text argues that across the United States two major parties have become a useful feature of the political system. It notes past upheavals before 1840 and again by 1860, citing profligacy and misrule among leaders, cabinet ministers, and administrations. It suggests parties are needed given empire scale and universal suffrage.

Cork Herald correspondent describes the first connected Fenian outbreak in Ireland. Fenians bivouacked near Toomies wood and moved toward Kenmare, with Captain Moriarty arrested on a Cahirciveen car mission. Troops, led by Colonel Sir Alfred Hipsford, pursued insurrectionists from Dunlod gap and Toomies, but the Fenian force reportedly escaped toward Kenmare and Cahirciveen. Rumors place up to a thousand insurgents, mostly young men, as General O Connor directs moves with disguises and American army ties.
