The Post Office Department decides that stamps on misdirected letters stopped in the office of deposit and returned to the sender for better direction shall be accepted as good for forwarding if the letter has not moved through the mails. Stamps on letters for countries stopped for deficient postage shall be treated as an installment of proper prepayment.
