Public notice on county printing and postal rules
The Postmaster reports an order from the General Office effective January 1 requiring county papers to be printed and published in the county to pass free through the mails. Papers printed partly in another county are excluded. The Centralia Sentinel notes this will force postmasters to collect postage on papers with supplements printed away from home, leading to the loss of their supplement and urging the country press to resist the hybrid system that concentrates printing in large cities.

Explorations in Africa and Lessons from Livingstone
In our last article on Explorations in Africa we recount Livingstone s discoveries of the Blue Nile and the Zambesi, and how Africa opened from the Cape toward the Equator. The piece contrasts European views of Africa as barren with Livingstone and Barth s findings, focusing on Kano as a thriving center with cotton cloth manufacture and a semi civilised economy. It argues Africa s future rests on Christianity and governance, noting currency, trade, and the Fulbe, while cautioning about tribal strife and slavery. The article imagines further journeys to Timbuctoo and the Niger.
