At an April 19 1850 directors meeting of the Galena and Chicago Union Railroad Company, Hempstead Drummond Robertson Collins Brown Walker Turney Deown named president pro tem. A Jo Daviess Stephenson counties citizens committee urged starting the road at the eastern end with westward progression. Resolutions mandated phased construction to benefit communities and investors, with the chief engineer to report costs and timing for sections from Hein to Dundee and onward, ensuring economy and early operation.
