In the Washington House debate Illinois Congressman John Wentworth harshly criticizes President Johnson. He accuses patronage and military rewards of shaping policy, questions the sincerity of Johnson supporters, and condemns the annual message as a partisan mix of fortune and harangue. The full speech is printed elsewhere for reader reflection.
In the House of Representatives on December 14 1880 Mr Wentworth denounces the Presidents state of the union message accusing him of repeating past harangues and denouncing lawmakers. He argues Congress must decide qualifications of its members and condemns patronage and military postings while praising soldiers and condemning the Administration. He likens the President to a wolf and Congress to a lamb in a critical, satirical tone.
