Washington reports Acting Secretary Allen authorized release of all Spanish naval prisoners from Cervera's fleet captured July 3. They are at Annapolis and Seavey's Island Portsmouth Harbor. officers at the academy, sailors on the island. Prisoners to be sent to Spain at Spanish government expense. Return without parole or restrictions. Admiral Cervera arranged transport. All to depart together.
Washington reports General Lawton's daily health summary from Santiago dated August 31 showing 348 total sick and 289 fever cases. Nine new fever cases, 44 returned to duty, and listed deaths include Clarence Lewis and four other privates from various infantry units, with causes such as pernicious malarial fever chronic dysentery acute dysentery pneumonia and typhoid fever.
After nearly three hours of speeches the Wisconsin Democratic state convention nominated Judge Hiram W. Sawyer of Hartford for governor, with the last county votes deciding the result. The platform affirmed Chicago principles but omitted any reference to annexation and called for a new primary law, referendums, anti pass measures, and good roads. an effort to fuse with Populists was discussed as the rest of the ticket was to be chosen.
Montauk Point Sept 1 transports Allegheny and Panther arrived from Santiago with 626 soldiers aboard Ninth Massachusetts companies A through H. There were 145 sick and fourteen deaths during the voyage, buried at sea, deaths attributed to critical illness on boarding at Santiago under Captain Sull VBA.
Two former United States prizes, the Miguel Jover and the Catalina, sailed from New York under Spanish flag. The Catalina had been captured by the gunboat Detroit and the Jover by the Helena. Washington authorities reversed the seizures, ordering their release. The vessels cleared for Spain via Havana and departed with their old crews.
Annapolis reports that orders from the president direct Admiral Cervera and his officers and men to proceed to Spain immediately under instructions issued by the Spanish minister of marine. The officers greeted the news enthusiastically and are understood to be returning without parole. Captain Eulate departed for New York this afternoon.
Washington reports Adjutant General Corbin announced the First Volunteer Cavalry known as Roosevelt’s Rough Riders would be relieved from service at once. Officers receive sixty days leave and men furloughs before muster out, with the mustering order to be issued likely tomorrow. Also, no information confirms Garcia’s removal as Cuba’s eastern command leader. Senor Albertini denied such reports.
Washington reports the French ambassador acting for Spain notified the state department that Havana authorities have orders to remove mines and other navigation obstructions as rapidly as possible to reopen the harbor.
Congressmen Sam Smith received a letter from Secretary Alger stating that the Thirty-fifth volunteers, Michigan's newest regiment, will not be sent to Manila but will be deployed outside the state, most likely to Porto Rico.

Takelung reports losses to small boats and cargo lighters. Inoshima Maru blown to shore. Ke lung station, go-downs and soldiers' barracks ruined. many rendered destitute. Storm began Aug 6 and continued Aug 8.
The McKinley bale of cotton, circulating among boards of trade nationwide to aid the U S hospital fund, sold at the Kansas City exchange for 305 dollars. It remains undecided which city will receive the bale next.
London Sept 1. On the White Star steamer Majestic from Liverpool to New York yesterday were Joseph Chamberlain secretary of state for the colonies and Mrs Chamberlain. They will stay in the United States several weeks on private family business.

Stone of Concord was nominated for governor. In Missouri, Appleton City hosted Populists nominating S. C. Book for congress. A San Francisco incident describes Trooper Leaps to His passing as David Coblentz, 21, died after delirious typhoid fever led him to leap from a window at Page and Broderick streets.

The Liberte calls for moral accountability as cabinet talks on revising the Dreyfus trial intensify. War ministers consider reshuffles, with Major Count Esterhazy placed on retired list. Fire smoke and water ruined about 200000 dollars worth of flour in the New York Central freight house on River Street Buffalo yesterday afternoon. The flour is owned by three Minneapolis companies and was fully insured.

Major General John M Brooks remains in Porto Rico. Admiral Schley is accompanied by his staff and Gordon junior as aide with Col John H Beacom among the aboard to relieve Maj George Anderson as adjutant general of Santiago.
Jacksonville Sept 1 Seventeenth Army Corps parade drew about 30000 soldiers into line with cheering crowds along the march route The First Wisconsin regiment was excused from the parade as it heads home to muster out marking a notable closing pageant time for the unit.
Ex Governor Claude Matthews was buried at Clinton cemetery after services at Hazel Bluff farm grove. Trains from Indianapolis and Terre Haute carried mourners as chairs were moved for the crowd. Rev Dr Souders led prayers and delivered a sermon on how the mighty have fallen. State officers prepared a memorial tribute.
A fire swept through the dwelling and outbuildings of Alphonse Sanborn near Eureka, one mile north of Berlin. Neighbors found Sanborn on the floor. the roof had collapsed and rescuers could not reach him. His body burned beyond recognition, with many suspecting foul play due to his substantial money.
