Savannah reports an eight to ten foot high flood from a West Indian ex plone. The storm battered Georgia and South Carolina coastlines, wrecking rice crops, flooding river lowlands, and damaging shipping facilities. News from Sea islands is scarce as waters subside.
Milwaukee dispatch reports wide devastation with over 100 missing and numerous families burned out in Turtle Lake Clear Lake Cumberland Clayton Rice Lake Barron and surrounding towns. Estimated farm losses reach up to 5 million with total damage possibly 1 to 5 million as rain slows further spread.
Fire at the Denver and Rio Grande freight depot in Colorado Springs spread rapidly to nearby lumber yards and buildings. A powder car exploded and flames ripped through Crissey Fowler and El Paso Lumber yards, with Antlers hotel doomed by 6 pm. Estimated losses total about 1,000,000 dollars, insured for half.

Knowtton Bros Bankers offer bonds of the Prudent Investment Co of St Paul Minnesota secured by tax certificates. Bonds dated Sept 1 1898 run five years at 6 percent interest payable semiannually. Sold in denominations of 100 or 500 with two percent premium yielding about five and one half percent net. Par paid and issue of 75000 under their control.
General William R. Shafter arrived from Montauk Point and will assume command at Governor's Island. He declines to discuss testimony before a military commission, notes insufficient troops for all posts, and supports the surgeon general's handling of medical supplies amid rapid troop movements. He criticizes famine of quality rations for volunteers and praises regimental surgeons and Chief Surgeon Robert M. O'Reilly.
At Malolos the national assembly voted Aguinaldo a civil list of 75000 but he refused until the army is paid. Paterno sought an allowance for his office but failed. Insurgents demand guaranteed terms for prisoner release as the assembly debates the constitution. Aguinaldo cited independence and urged Americans to honor the Philippines for Filipinos.

Annie Koerner hosted two callers to a tandem ride for Victoria Michowski a deaf mute known as Pete. Victoria yelled after a kiss prompting revolver brandished residents to chase the bike. Pete fled as police were summoned. authorities noted her speech could improve with time.
In Morrice Michigan on Saturday Mrs. St Williams poisoned her two children, aged 2 years and 6 months, and cut her own throat. A neighbor found the frail boy crying and the infant dying. Williams claimed she had given them both poison to send them to heaven while she would go to hell. She wounded but did not sever the jugular and is likely to survive. The baby died. the older child remains in precarious condition amid recent religious fervor.
