Illinois bill seeks radical changes in court practices
Draft measure prepared by Hiram T. Gilbert to reorganize Illinois courts would create new judicial districts including an eight district with Stephenson county, raise Supreme Court membership to twelve, place court clerks and masters on salaries, and keep courts in continuous session. It envisions a public stenographic service, fee transfers to the treasury, and a nine district Supreme Court with Cook County as the ninth. The package requires a two thirds vote and, if approved, a 1910 referendum.
