Indianapolis Considers New Gas Franchise With Public Oversight

A proposed Indianapolis gas company introduces a 60 cent per 1000 cubic feet rate and a 1 million capital stock open to auction. The charter requires public stock auctions for extensions, a five member board controlled by trustees with mayoral nominations, semiannual financial disclosures, and city takeover options after full repayment to stockholders or via bond funding.
