Washington March 3 The president sent to the senate the nominations of Rear Admiral George Dewey to admiral and Brigadier General Elwell Otis to major general with brevet for military skill in the Philippines. Otis confirms insurgents hold no American prisoners, with 1500 captured last month. The Shiridan transport arrives at Gibraltar en route to Manila with one death and 28 sick. Bailey withdraws as candidate for Democratic leader due to opposition to Wheeler. Barrows nomination as librarian of the next congress is reported unfavorably. River harbor and canal bills near agreement. $1,000,000 eyed for route examinations, no work start yet. Senate moves to adjournment. passes several measures including National White Cross of America, opens Pacific cable, increases Paris exposition funds. Senate approves extradition treaty with Mexico with retroactive clause.
The gunboat Concord completed a three weeks voyage along Luzon west coast and burned a schooner carrying rebel supplies at Dagupan as locals fled Dagupan Bay. In a separate note, the gunboat Wheeling sails for Manila and the hospital ship Relief heads to Manila with medical staff and stores.
Rome reports the Pope spent a quiet night with normal functions and good general condition. Doctors say the operation will prolong his life beyond what it would have been and he had a very good day with no pain. Mental and physical condition described as excellent.

The contemplated multi million dollar purchase would transfer Bloody Island south of Brooklyn to Illinois Central, including East St. Louis belt railway ferry assets west bank wharfage and yard leases. A subsequent agreement for St. Louis transfer company ownership is also anticipated.
A franchise for a third bridge is now owned or controlled by a syndicate led by Mayor M M Stephens of East St Louis. The bridge is slated to be ready for use within two years.

Five men and a woman were buried under an avalanche from Granite mountain that crushed their houses in Wake Pine Colorado on March 3. The event, reported as a special dispatch, details a deadly slide that destroyed several homes and trapped residents. Authorities and rescuers were hastily responding as the community mourns the loss.
