New York July 28 special dispatch says Admiral Dewey at Manila ordered the Raleigh and the Concord to seize eleven Spanish craft. Consul General Wildman in Manila confirms vessels include three gun boats at San Miguel Luzon four at Port Royal Palawar island and four merchantmen with tobacco at Cagayan Luzon.
