The Sixth Illinois including Coifioa Freeport is in line for battle and Spain agrees to surrender under terms allowing return to Spain. Shafter notes commissioners will arrange surrender terms with Toral, while White House and Madrid weigh unconditional surrender and protection for crews as Santiago capitulation progresses.
Dispatch from Wasmeron dated July 14 reports Gen Brooke ordered from Chickamauga to Washington for Porto Rican expedition consultation. No additional Cuban troops beyond two regiments of immunes from New Orleans and Galveston. A large portion of our force in Cuba to be withdrawn as Santiago capitulates.
