A supposed plot during Epiphany blessing near the Winter Palace led to a burst of bullets from a fortress battery. Officials say an accident occurred when a grape charge was fired, wounding a policeman while four windows were broken. No further casualties reported.
An accidental discharge from a Seventeenth Battery cannon at the palace sent a shell through a window area, narrowly missing high officials and diplomats. Officials describe low-velocity bullets dropping to the floor as spectators feared a deliberate plot amid tense strike conditions.

Charleston January 20. A wreck on the Lowelton and Pocahontas railroad killed two men and fatally injured a third. The dead are James Keesey, engineer, and Mary Jones, fireman. An unknown boy suffered broken legs and internal injuries and is expected to die.
Washington reports President Roosevelt was presented with a Sioux bonnet and buckskin coat by John Fedan, superintendent of the Tribal school at Olmiberkin, on behalf of admirers of the president. General freight agreement of western railroad operators seeks end to long standing half rate practices on shipments for clergy and households.
Washington officials announce the discovery of a new counterfeit $10 United States note labeled Balto. Chief Wilkie of the Secret Service says the note is an excellent counterfeit. Authorities deny any widespread circulation and warn the public to verify notes at banks.
A national convention of independent Scandinavian churches opened in Chippewa Falls Wisconsin for a week with representation from sixteen states. William J Bryan visited Washington and conferred with Democratic representatives.
Indianapolis dispatch reports John Mitchell denouncing Colorado strike leaders as untrustworthy and traitors, accusing Howell and Tow of misusing funds. He cites a $300,000 request, alleges graft, and defends the Civic Federation during the United Mine Workers of America convention debate.
An angry exchange erupted at the Civic Federation convention as Randall accused leaders Grover Cleveland Frank Robbins and Andrew Carnegie of harmful ties to industry. President Mitchell denounced the attack, defending the federation and signaling a forthcoming reply to socialist-leaning criticisms.
Indianapolis January 20. Commissioners and secretaries of various unions met to form a spirit tribunal of miners. Jefferson City reports a persistent deadlock in the Missouri legislature over selecting a successor to United States Senator B. F. M. Cockrell. At a second joint session, votes were split among Niedringhaus, Cockrell, Kerens, and Pettijohn with modest sums recorded. The Republican state committee and leaders criticized Niedringhaus’s expense claims, alleging misstatements under oath and urging nomination of another candidate.
Minnesota farmer Hamilton St. Martin testifies that prominent wholesale and retail milk companies conspire to stabilize prices. He claims a local creamery owes him money and that the firms set monthly price scales, shifting leaders to control the milk market and hurt producers and consumers.
Washington notes a continued Senate debate on the statehood bill with Stane opposing it for two hours. A remuneration bill for soldiers who suffered losses was discussed but no action. An executive session occurred. The House completed army appropriation discussion and planned a vote. Triumphrey of Washington attacked the army transport service without effect.
In New York a court discharged Brodie L. Duke after a plea from the Duke family was rejected by Judge Gaynor. Mrs Duke sought communication but Duke did not speak then though later his lawyers said they would meet. In Chicago Roby’s injunction against franchise talks with Chico City Railway was dismissed for want of equity. An appeal will be filed. In Madison both houses passed a resolution urging Congress to strengthen the Interstate Commerce Commission as favored by President Roosevelt.
President and Roosevelt entertain the diplomatic corps at a White House dinner. Ambassador and Mrs Chute guests of the king and queen at Windsor Castle for two days next week. Several deaths reported including B F Rice of Arkansas, George T Hitchcock of Wisconsin. Sugar prices rise ten cents per 100 pounds. Judge Lrentano of Chicago assigns Cook County Democracy four divs with $1 700 due creditors. Various minor local notes and accidents cited.
