A Democratic Press expose cites repeated merchant complaints of back charges added to freight invoices after contracting with New York or Boston shippers. The paper argues the practice is widespread east of Chicago and demands immediate reform by railroad and forwarding firms to protect Western business interests and city reputation. It notes a Buffalo to Chicago case where back charges exceeded five times the usual rate and urges concerted action to curb the injustice.

Watrous faces impeachment inquiries in Kansas and Washington as calls for removal grow.
