Washington April 21 Special. The United States and Spain have severed diplomatic relations and Spain’s minister left the country while General Woodford heads home. President McKinley seeks peace but the nation braces for war as the state department notes a state of war exists. A delegation of prominent African Americans today voiced support for the president.
Washington reports the North Atlantic Squadron sails from Key West for Havana to blockade the city. Troops will cooperate with the navy as soon as concentrated, needing about ten days to mass at Key West. After Congress passes the army bill, the president will call 100,000 men, with 10,000 aiding regulars in Cuban operations and 20,000 seacoast artillery.
