Washington April 12 Congress faces Cuba Spain policy after President McKinley’s war and recognition messages. Foreign relations committees weigh options on independence for Cuba, with Republican and conservative senators wary of radical moves and wary of war declarations while Madrid and other embassies react to the president’s stance.
The house mood centers on Cuba independence, with Democrats and many Republicans expected to back it. Republicans on the foreign affairs committee push for solid GOP unity, meeting through the day and night. The U S state department received General Blanco's proclamation calling a suspension of hostilities in Cuba. It orders that hostilities pause from the day after receipt of the proclamation, with details to be issued to army commanders for orderly execution and restoration of peace.

Frederick the Great reportedly found the ring with a memorandum on its transmission. Schneid er, librarian to William I, claims the packet was handed to the emperor and read aloud.

New Bedford mills reopen on April 12 to give strikers a chance to return. Of 9,000 workers across 22 mills, only a minority entered, as hissed and jeered strikers deterred many from resuming work. Strike leaders warn continued shutdowns unless more employees report for duty.
Wheat and Corn futures showed small movements with May wheat opening at 1.06 and May corn at 29 cents.
