Washington April 6 Special. In the senate Davis said the president asked for delay and showed a telegram from Consul General Lee requesting the message not be sent before Monday to protect American lives in Cuba. Leaders were summoned to the White House and the latest phase explained. The message will not go to Congress before Monday.
