Thomas Dean, 15, Franklin High student, drowned while fishing with his brother near Raby Island on the Little Tennessee River. Sheriff reports a chest pain as one possible cause. Dr. Charles R. Bitte of Atlanta has been appointed medical director at Highlands Community Hospital, arriving July 1 to work with the current director. De Sterman of Pace is expected to depart. Bitte, a Bowman Gray Medical School graduate, interned at Memorial Hospital and was a resident physician at Forsyth County Hospital in 1951. He and Mrs. Bitte will occupy the Henry Whitmire residence on Fifth Street for a year.

Franklin votes to set 1955 tax rate and buy parking meters
Franklin aldermen set a $110 per hundred valuation tax rate for 1955 54 and approved purchasing 150 automatic parking meters to replace manual units. Only 16 meters in use now, plans call for 50 more by July. Half of meter receipts will fund the new meters and debt, aiming to stabilize revenue and reduce meter headaches. Town Clerk said valuation was about 2941018 with the tax levy to follow. Perry Weaver, public accountant, was hired to audit the figures.
