Traffic near Orland Square mall rose to peak levels after the March 15 opening. At about 3 p.m. on Tuesday, drivers backed up on LaGrange road and 15th Street, with halted flow past the Norfolk and Western viaduct and slow moves on 151st Street near Harlem Avenue.
