Tokio officials welcomed Admiral Sperry and embassy staff with a midday luncheon. Hibya Park opened to 3000 sailors and Marines for an afternoon of entertainment as five thousand invitations were issued. A second luncheon was hosted by Prince Sugematsu at his estate.
Stephen B. Fleming tests Vesey with a public debate offer after Vesey refuses open discussion. Fleming accuses Vesey of evasive replies and inflaming party bitterness. voters deserve both sides of the issue before the campaign finish.
