The temperance law faces court review while saloonkeepers are urged to observe it. The act sets room standards for liquor sale licensing and enforcement, limits licenses, prohibits minors and loitering in saloons, and empowers officers to enforce provisions nationwide.

Libbie Moore sixteen daughter of Frank Moore of Leo attempted suicide by Paris green after her sister refused to help with dishes. She was found in an upstairs room writhing in agony and saved by a stomach pump. She recovered and remained ill but alive.
