Washington March 31 The Ways and Means Committee voted to report the Cuban reciprocity bill by 11 to 5 with two Republicans Tawney and Metcalf voting against it. All amendments were defeated and Hopkins, absent, was recorded for the bill raising the tally to 12 to 5. About thirty Republicans opposed Cuban reciprocity met to plan their floor strategy.
