Wealthy Widow Accused of Keeping Orphans From School
County Attorney Wesley Work filed an affidavit naming Frances Bowardin of Lafay ette township, charging her with failing to send two orphan boys under her care to school per law. The eleven and twelve year olds have missed many days, with chronic lateness cited and past reports of overwork at a Wells county home. The case follows earlier concerns after a boy from Allen county home ran away and later underwent an appendectomy, with the matter prompting further action against Mrs Bowardin.
