Pershing’s overseas picks are said to have ignored seniority, and the commander abroad may choose officers for promotion with minimal departmental review. Preparations are under way for twenty new divisions at home, likely creating about 100 new general officers and expanding staff needs. The current list reportedly contains about thirty names.
