Presidential party will arrive at Dover Thursday afternoon and be received by Duke of Connaught representing the King and other high dignitaries.
Official program for the U S president's England visit outlines arrival at Dover and Calais, reception by British and American diplomats, and a Buckingham Palace banquet. The German government recalled Heinrich von Eckhardt the German minister in Mexico since 1915. The notice stated von Eckhardt notified the Mexican government of his recall and that releases of prisoners of war have continued as part of de mobilization. Washington December 21 General March announced demobilization of home forces at about thirty thousand a day has been reached if not exceeded. For the week ending December 14 demobilization averaged 27 000 daily with 29 963 officers and 188 562 men discharged by that date. Over 800 000 men are slated for early release including 21 000 division troops 43 000 engineers and 16 000 aeronautics division personnel.
