Cuba War Debate Shapes Senate Action on Recognition
The U S senate debated Cuba questions with Lodge and Morgan urging bold actions. They discussed recognizing Cuban belligerency and independence, warning war with Spain could follow. Morgan said congressional action could force military moves if needed and prevent further bloodshed as public galleries reacted with applause.
Recognition of Belligerency Debate Recalls Cuban Question
In opposing belligerency, Cameron attacked the move as a false issue and warned it could cede Spain the right to seize contraband at sea and shift responsibility for Cuban damage onto insurgents. Morgan argued for immediate Cuba recognition, contending the Cuban republic exists and that belligerency would mean war with Spain.
