Representatives from West Texas counties met in Pecos to organize the Texas Pink Bollworm Quarantine Refund Association. H P Davis of Pecos was elected treasurer. Counties will form local divisions. membership is nominal and salaries are not paid. Funds aim to reimburse cotton farmers for quarantine costs as legislative funds await an appropriation. Pecos County estimates about $90,000 due for fumigation and sterilization.
