M Bert Thurman, Collector of Internal Revenue, outlines new Revenue Act provisions. Married individuals with net income up to 5000 receive 2500 personal exemptions. above 5000 exemptions drop to 2000. Tax rates remain 4 percent on income over exemptions and 1/4 percent on the excess. The saving clause prevents higher taxes for slight excess over 5000. Filing rules require returns if gross income reaches 1000 for individuals or 5000 combined for married couples with dependents. Net income equals gross minus deductions. even with deductions, gross income at or above 3000 triggers filing.
