Halloween incident injures Elgin boy and rider fall
A boy in Elgin broke an arm during Halloween ranks. Bus ter Wolcott was riding a horse on the street when a buggy top was thrown into the road and he was thrown off, breaking a bone near the wrist. Some shooting was heard about midnight Friday but no injuries were reported.
