Bulgarian forces move toward confrontation as independence is declared and a secret non recognition of the sultan prompts fears of a broader war. Russian arbitration proposals receive mixed European response while Bulgarian and Turkish troops prepare for possible battle.
In Tirnovo on October 5, Bulgaria was proclaimed an independent kingdom at the Cathedral of Tirnovo. Prince Ferdinand and his ministers witnessed the event arriving the previous night. A manifesto to the nation followed the formal declaration amid dramatic scenes and widespread enthusiasm.
Vienna dispatch reports Bulgarian forces advancing toward the frontier while Turkish troops also move to meet them. Austria-Hungary is mobilizing two army corps as tensions rise in the region.
St. Petersburg reports authority that Russia will submit a plan to convene a congress of powers to revise the Berlin treaty in response to Bulgarian independence. It cites imminent Austro-Hungarian annexation of Bosnia and Herzegovina and notes Bulgaria prepares defensively. Minneapolis report says W. K. Hicks secretary of the board of education was indicted on four counts by the grand jury. He was arrested on a bench warrant issued by Judge F. C. Brooks. Indictments allege use of official position to secure positions and contracts for a man and four women, with alleged connection to George Burns known as Saoaires.
Taft plans to end his campaign on November 3 in Youngstown Ohio after the national party rally with Governor Hughes. The candidate is expected to stay active through the final days and then proceed to Cincinnati to vote the next day. Details of his post closing itinerary remain uncertain as reports note a continued western tour was cut off.
La Crosse Wisconsin October 5 Governor Hughes opened his speaking tour passing through Minnesota South Dakota Nebraska Kansas Missouri and other states. He spoke at 8 30 a m to a full auditorium and drew wide interest west of Chicago. Despite throat trouble he explained he would deliver fifteen addresses that day and spoke as loudly as possible.
Columbus October 6 Senator Foraker will not canvass the state for his re election a statement from his office confirms a prior report that he would not tour the state for either the state or national tickets supporters say his withdrawal signals a quiet end to his active campaign while opponents allege the move is a graceful retreat from the fight
Nearly 300 trotters pacers and hundreds of owners and trainers from the United States and Canada gather in Lexington for the Futurity weekend. The opening day features the Kentucky Futurity for 3-year-olds with a $22,000 purse, touted as the world’s richest trot stake, with entrants such as Harvester Justo Rinvolo Helen Hale Reading Lady Dorothy and Axworthy.
A Sunday fire in the Pacific Coal Co bunkers at Beale street spread to Hobbs, Wall & Co box factory and Mee Daela, causing estimated damage of $100,000 in Frisco. York Oct 6 Herman Ridder was appointed to succeed Governor Haskell as treasurer of the Democratic National Committee. An eastern appointee Ridder is a leading German American journalist and business figure known for honesty and a square deal.
Washington October 5 Roosevelt publicized a letter from Governor Haskell about interstate whiskey shipments into prohibition territory. J Norrie wrote Loeb seeking publication to curb Haskell’s stance. Roosevelt and Norris released the letters Amid questions from prohibitionists and interest in the document.
Northern Trust Co of Fargo, bondsmen for John Hempstead, cashier of the State Bank of Emerado, who died by his own hand at Grand Forks. The firm was named special administrator J. Hatcher of Grand Forks. The bank guarantor also sued Hempstead's wife Edna to recover three quarter sections of land transferred to her.
Chicago reports fear that Giuseppe Guinto who disappeared September 18 may have been murdered and dismembered, echoing a prior case of Tufa Shisneri two months earlier. Police failure to locate the boy or a kidnapper followed a threatening message sent to the father offering a $1000 reward.

New York October 5 Locomotor ataxia once deemed incurable is claimed cured by Dr Le Grand N Denslow. His method, praised by Dr Joan Wyeth and Dr R H Cunningham, reportedly removes all symptoms in one to three months. Denslow says the disease stems from erosions and is treated surgically.
