Democrats intend to frame a tariff bill on the floor of the House January 19. They will select Democratic members of the next Ways and Means committee and act to frame a tariff bill for submission to the next Congress as the caucus approves.
Washington D C Dec 16 Charges were made in the house that the navy department acted without authority in planning two new battleships 27 000 tons each rather than 20 000 tons as prescribed by law The dispute centers on the vessels being built as larger than the Delaware and North Dakota and questions about the $6 000 000 appropriated for the vessel and the so called overheard charges The debate occurred during consideration of the executive and judicial appropriation bill which carries over 25 million dollars in funding for the period.
Washington is told by President Tutt that several nominations to the senate include W Stanley Holla of Massachusetts named consul general in Beirut Turkey Gabriel B Hollis of South Dakota in Constantinople Edwin 8 Cunningham of Tennessee in Bombay India K B Dennison of Ohio in Dundee Scotland Nathaniel B Stewart of Georgia in Burban Natal and other selections for various posts.
Washington December 16 a Senate judiciary subcommittee approved by a two to one vote a resolution for a constitutional amendment to elect United States senators by direct vote of the people. The measure goes to the full committee on Monday for debate.

Dr Charles P Nell commissioner of labor left for Chicago to adjust a wage dispute involving sixty one western railroads and the Brotherhood of Locomotive Engineers. The matter referred to Chairman Knapp of the Interstate Commerce Commission and Dr Nell for mediation. The brotherhood seeks a four hood increase in wages and better working conditions.
Richmond dispatch reports John J. Smythe a bartender who killed his wife and young daughter in Norfolk last August was electrocuted in the penitentiary. Earlier Jim Sitlington a Black man was also executed in the same state early today after a separate trial and conviction.
Washington reports striking disparities in population changes across states. Durand notes decreases in Iowa and double digit rises in Washington. The West shows highest gains while central states lag, with increases ranging from under one percent to over one hundred percent.
A severe cold wave from the northwest shatters comfort across the northeast. In Boston the three masted schooner Thomas B. Garlan ran aground near Handkerchief shoals and may be a total loss after crew were rescued at dawn. The Abcie G. Cole was reported lost on Stone Horse Shoals with seven aboard saved by a cutter. New York city registered nine degrees and winds peaked at sixty one miles per hour. The chill extends through the lake region and mid Atlantic states, with Washington spared from the worst.
Post mortem shows Mrs. Charles P. McKeimy was murdered in her upstairs room at 835 DeHota Street. Police Chief O'Connor says autopsy found broken ribs driven through her lungs and head wounds. Husband Charles P. Mekietmata was in custody, denying the attack as James Kennedy of Fargo arrives in Washington.
Washington reports that a draft order to modify a Minnesota treaty on liquor has been submitted to President Taft. If approved, most of the Sioux treaty territory would be excluded from the liquor ban, leaving a large segment of the state under restrictions and delaying hearings with no applicants yet for modification.
Sturgis South Dakota December 16 The jury in the state case against Oscar Jacobs charged with the killing of his sweetheart Elba Roberts in January 1909 found him guilty after a six and a half hour deliberation. This marks his second trial with a prior conviction and life term.

State Examiner Oliver Knudson reports improving bank health in North Dakota from Sept 1 to Nov 19 1910. Cash on hand cash items deposits and demand certificates rise while bills payable fall, with total resources and liabilities showing sizable gains across 548 banks and trust companies.
In Jamestown North Dakota December 16 a jury awarded the plaintiff in Sjoberg versus Anton and Gilbert Langseth three hundred dollars for damages of six thousand. The trial heard that witnesses testified to intoxication influence and an assault in the tailor shop. The case drew notable local interest with Knaut and Buck representing parties. Other Jamestown cases referenced involve Johnson v Johnson and disputes over child support and land transactions with a total amount mentioned of one hundred fifty seven dollars.
News from Los Angeles reports N F Boucher former warden of North Dakota penitentiary and McLean county pioneer died after heart trouble. He had journeyed to California for health.
Assistant Attorney General W T Denivan warned that political lawyers in government service fuel the belief it is nearly impossible to jail a rich criminal He predicted civil service principles would apply to most legal positions in the federal service, except possibly the top offices, arguing political appointments undermine enforcement. Chicago December 16. Secret Service men from the Department of Justice conducted raids on bucket shops including Murphy & Co on LaSalle Street and a branch of Capital Invest. Employees were arrested. Additional arrests expected in twenty five to thirty towns across the northern Middle West today or tomorrow.
