At Bluefield West Virginia King coal mine Norwood explosion kills two black workers and fatally injures three Italians. Thirteen men were underground when gas from an abandoned Tidewater mine opened a seam and caused the blast about a mile from the entrance. Work expected to resume in a few days.
Washington reports Postmaster General Meyer Oday approved a new special delivery stamp. The design departs from the usual style, inspired by French stamps, with a dark green one inch square, diagonal olive branch, Mercury symbol, and inscriptions "1¢" and "U. S. Postage Special Delivery."
Little Rock report says Rock Island passenger train No. 43 wrecked at Keers twelve miles from the city. Engineer and fireman reported dead with confirmation from Chicago officials that others were killed in the wreck in Arkansas.

The gulf steamship Charmer with about 100 passengers aboard collided with a heavily loaded coal barge at the entrance to Vancouver Narrows and was beached to prevent sinking. All passengers were safely returned to Vancouver, with the vessel expected to be floated tomorrow. This marks the third collision for the Charmer, which sustained heavy damage each time.

A Dayton and Northern traction car broke an axle two miles north of Arcanum and toppled over at high speed. Nine passengers and crew were injured. Surgeons from Greenville and Arcanum treated victims at a nearby farm house. Infirmary Director Frye was fatally hurt. Others suffered bruises cuts and broken injuries.
Governor Mead refused to honor New Jersey's requisition to extradite Elliott A. Archer alias Archie Carter, wanted on seventeen indictments for forgery totaling 70 000. Newark detectives arrived with papers, but Archer’s seven years of good conduct in Seattle prompted delay. release expected today.

The Soo City, 438 ton passenger steamer of 171 feet length built in 1888 at West Bay City Michigan, last reported in Ogdensburg on November 11 en route from Great Lakes ports to New York. Wreckage including cabin furniture and six lifebelts bearing the name Soo City found near Cape Ray Newfoundland.

In Bismarck North Carolina on December 4 the secretary of state received the returns on the Ward County county division proposition. Attorney John E Greene of Minot secured a writ of certiorari in the supreme court compelling certification of Montrail county vote results. Montrail county showed 4207 for division and 4024 against. Plaintiffs argue Montrail county lacked a majority of the entire vote for a hearing on all four propositions as required by law. Hearing date to be announced.
The Conference of Powers summoned by Great Britain to frame a code of laws for naval warfare and an international prize court opened at the foreign office in London. US delegates include Rear Admiral Stockton and Professor Wilson of Brown University, with Commander Gibbons as aide.
Fire in Portland Maine last night caused about 350000 in losses. Two of eight Grand Trunk Railroad docks were destroyed and the Dominion Line steamer Cornishman partly loaded was wrecked. Vessel and freight losses total about 250000 while docks buildings and other company property add 100000.
In Pipestone County, Mrs. Susie McGuire was awarded 14982 in the district court for the death of her husband P. H. McGuire who was burned to death in a freight car while acting as a cattle caretaker. The Minnesota Supreme Court sustained the verdict. The incident occurred after the train left Moorhead Minnesota en route through North Dakota.
