London December 1 Premier Asquith announced in the house of commons that tomorrow he would move a resolution stating the Lords refusal to pass the lower chamber's financial provisions for the year is a breach of constitution and an usurpation of Commons rights. Supporters cheered as he entered, and the routine business followed.
London crowds rally as Lords refuse to consent to the budget triggering a cabinet meeting. Premier Asquith plans to move a resolute denunciation in the Commons while Dawid Lloyd George and Winston Churchill prepare campaign speeches amid a heated election battle and continued opposition from Lords Laws and Chamberlain.
Lisbon North Dakota December 1 The entire town mourns as the funeral services for Mrs P H Rourke wife of the U S district attorney for North Dakota were held this afternoon. A vast assembly followed the remains to the cemetery. Services were from the residence at 1 30 Rev Bronson First Presbyterian church preached the sermon. Floral emblems covered the casket pallbearers named from Wahpeton Sheldon Lisbon and Shelldon.
Everett Benn lies dying after being shot by Margaret Payne who then dies by carbolic acid. The 20 year old former sweetheart and Benn had dined together after church. Neighbors forced the locked door finding Payne dying with a revolver in hand. Her last words claimed he ruined her life. A note asked forgiveness for her act and to inform her family. Family say Payne had been reading Alma Bell trial reports.
Washington, D. C. December 1 The 61st Congress opens December 6 and the pivotal issue is choosing a speaker. Joe Cannon, serving since Grant’s era, seeks re election amid insurgent challenges claiming 47 Republican votes against him. If insurgents prevail, Fowler Townsend and Towns end emerge as contenders, with Townsend backed by the White House, and Cannon’s fate hinges on the December 7 vote.
John D. Rockefeller, head of Standard Oil, laughed off a rumor he was marked for kidnapping or worse as he arrived in New York from Cleveland. He and his wife traveled with their son John D. Rockefeller Jr. and daughter Mrs Harold McCormick, who joined them at the station.
James Burns, a construction worker for the Lake Superior and Ishpeming Railway Co., attacked James Sullivan with an axe in a boarding car while intoxicated on December 1 in Negaunee Michigan. Sullivan is critically injured and hospitalized. Burns is jailed awaiting medical prognosis.

Rockford Illinois December 1 Gordon Higley released after Assistant State's Attorney Nelson moved to dismiss swindle case against him. He had told cousin Orson Higley he owned a North Dakota farm and would use it as security to recoup $600. Steele North Dakota records show Higley holds clear title to a quarter section. Orson Higley undecided on legal steps. no criminal action possible.

Burlington IA December 1 The commission plan of city government won a strong victory with 2638 for and 1268 against a 1370 margin. Every ward supported the measure as opponents mainly from the saloon element feared reform under a commission system.

Alfred T. Patrick, after eight years of murder convictions and multiple death sentences, has been moved from Sing Sing to Brooklyn to argue again on legal commitment. The trial opened November 29, marking his twenty fourth court appearance in the bid to avoid execution.
