Action in Land Office over Survey Contracts

The General Land Office, led by Commissioner Sparks, revoked alleged illegal deposit system contracts for public land surveys and suspended related accounts to verify field work. Banks from San Francisco and Nevada claim extensive interest, but Sparks asserts private loans and deposits do not bind the government, stressing settlers and legal limits on deposits. He criticizes bank involvement as harming public service and fueling inflated surveys and fradulent entries.

Sherman Declarations in Ohio Speech Draw Fire from Curtis

Harper's Weekly reviewer George William Curtis labels Senator Sherman’s Ohio remarks discouraging and argues that the war secured emancipation and citizenship. He notes Southern leaders’ aims to reverse gains while protecting suffrage, denounces Republican restoration claims, and defends Union loyalty of Lee Wise Johnston Hampton and Lamar. Nast’s cartoon counters the view with a Mobile Register extract praising Grant and republican liberty.

Comptroller Recommends Restoring Government Earnings Split

Washington dispatch reports Second Comptroller Maynard urges revoking June 27 1875 and January 12 1881 orders on Central Pacific earnings. He says all government service earnings should be split with one half to extinguish Treasury subsidy bond interest and the other half to the sinking fund, with $4 million in suspendable earnings due. He argues this restores pre order practice and protects government security.
