Official dispatches report mutinies in the Austrian navy and clashes with German submarine crews at Pola. Officers on both sides were killed and the German flotilla shifted base south on the Adriatic. In Ostend, German sailors refused to board U boats and cuffed an officer.
Capt. Victor Heintz of Cincinnati resigns from Congress to serve in the war against Germany. A captain in the First Ohio infantry and adjutant of the regiment, he reports to Camp Sheridan Alabama with about ten soldiers. This is the only photograph of him in uniform at the camp.
President Wilson plans a light schedule for the week with only a cabinet meeting and rest to study war problems brought by department heads. Dozens seek audience daily including inventors claiming devices to end the war. Tumulty routes them to relevant government departments for study and evaluation.
Washington reports a slight relaxation of the butter and lard export ban for the West Indies Mexico Central and South American countries. The War Trade Board notes many depend on the American market for fats and related products.
Paris reports eleven German planes shot down or forced to land in the German lines. A Nancy raid by a 30-plane force damaged civilian areas. October 17 saw six German planes destroyed or disabled. Allied sorties targeted rail stations at Courcelles Thiouville Mezieres Waiville and depots and magazines at Pagordange.
Eight persons were injured when Chicago Milwaukee and St Paul passenger train No 25 collided head-on with a freight train at Valdora siding eleven miles west of McGregor Iowa. The passenger train reportedly ran past the switch. Injured were taken to a McGregor hospital including L S Matteson Milwaukee Andrew Stinger Charles City Ta A Haveland Ossian Ia and Nathan Saffarn Milwaukee.
Farcour, Bel gian horse champion owned by William Crownover sold at public auction in Gedar Falls for 47500 dollars, a world record for horses of his class. Buyer identified as G. Good of Ogden Iowa.
The Brooklyn National League club obtained pitcher Clarence Mitchell from Cincinnati for the waiver price of $1500. Mitchell is a left-hander who won nine games and lost fifteen last season.
Illinois Indiana Ohio miners strike as talks with the Southwestern Coal Operators Association stall. J. P. White travels to Indianapolis to urge resumption of work while Garfield fends off price rises and coordinates federal settlement efforts amid a cold Illinois coal shortage.
Gen Benjamin Hill was named secretary of war in the Mexican cabinet at Mexico City on October 19. The appointment places Hill in a senior role amid cabinet reshuffles during the Mexican War era.
First Lieut. A. Graham of the medical reserve attached to British forces is severely wounded in the thigh by a gunshot. Pershing reports the wound without details and notes his next of kin as Mrs. William J. Graham of Paterson New Jersey.
Washington reports the La Follette hearing on statements from his St Paul speech will be postponed until November 26. Chairman Pomerene announced hearings will then be held and include witnesses such as former Secretary Bryan regarding the Lusitania swatter and alleged actions to influence the president.
Senator La Follette asked the Pomerene investigating committee for a complete vindication on charges of disloyalty. The panel refused, saying it has no power to try him or render acquittal or conviction. He may not appear before the committee today as a result.
Reports circulate of a German warship lost in the Sound between Denmark and Sweden. Unconfirmed rumors grow after two German marines and a sailor' bodies drift ashore near Elstrone Denmark.
Amsterdam reports German sailors who mutinied at Wilhelmshaven have been sent to the western front to fight in the trenches, per a German source.
Washington reports Food Administrator Hoover declares the corner on high prices has been turned and urges congress to grant power to curb profiteering. He cites progress toward price reductions, criticizes retailers, and notes supply-chain regulation coming into force amid cooperation from farmers and traders.
Hugh Sweeney known as the wheat king of Montana has been exempted from the selective draft in Butte as the government deems him more valuable as a food producer than a soldier. Sweeney did not seek exemption.
Des Moines Oct 19 Attorney General H M Havner ordered a recount of ballots from Monday's special election on constitutional prohibition. Unofficial returns show wets ahead by about 1000 amid 430000 total votes. Dry leaders say an official canvass is required and final results may still shift.
Adolph Germer of Chicago and ten others were acquitted by a Grand Rapids jury on charges of conspiracy against the selective army act. Germer, national secretary of the Socialist party, was accused of distributing antiwar literature.
