Washington reports a War Department order for redistribution of National Guard divisions in the South and middle East. The move will disband three guard divisions in southern states and form an additional National Army division composed of Black troops.
Brigadier General John Archer Lejeune, head of the Quantico Marine Cantonment, rumored to lead the first Marine division mobilized to France. Lejeune, a Naval Academy graduate of 1888, has served in Panama, the Philippines, and Mexico and now is assisting General Barnett, commandant of the Marine Corps.
Secretary Daniels announced a 787 vessel navy program ranging from battleships to submarine chasers with an estimated total cost of 1.1504 billion dollars. Some ships have been completed and are in service, while the destroyer program of 850 million dollars moves toward an 18 month completion. Contracts awarded to six firms including New York Shipbuilding Cramp Newport News Fore River Bath Iron Works and Union Iron Works.
U S ten control all food firms under license starting November 1. The Food Administration plans executive orders regulating meat packers cold storage mills canners elevators grain dealers and wholesalers and retailers earning over 100 000 annually. The goal is to curb profiteering hoarding and speculation to aid soldiers and allies and stabilize wartime markets.
Official dispatches from Washington report Austrian troops gathering on the southern boundary awaiting a renewed Italian push over the Bainsizza plateau. Italy plans a comprehensive campaign against Leibach, seen as key to Austrian communications with Croatia and Serbia. Caproni airplanes bombed the Austrian naval base at Cattaro, setting fires and damaging ships in the harbor.
Washington on October 10 reports the council of national defense creating a board to study local capital cooperation in a government sponsored community house building program for war industrial centers. The board includes members from the war and navy departments the shipping board and other agencies tied to war contracts. Findings expected within two weeks.

Paris Oct 10 The council of the interparliamentary commercial conference of the allies opened a three days session to study economic measures to be proposed to the general interparliamentary conference to be held in London. Delegates from Great Britain France Belgium Italy Portugal Roumania and Serbia are present.
The grand jury indicted sixteen election inspectors on October 10 for alleged frauds in the mayoralty primaries, bringing the total indicted to forty two.
Petrograd October 10 The government agrees to increase railway wages from September 1 amounting to about 38.86 million rubles and will finance by rail rate changes with a law for railway food supplies. The strike weakens as battalions offer to help end it while Moscow and Petrograd systems face disruption.
Ottawa report lists Americans among latest war casualties. Presumed dead are B. Moore of Alpena South Dakota and others. Wounded include Corporal Hinkle of Leon Ohio and G B H. McGee of Tonia Michigan along with R. McGonagle of Duluth Minnesota and A B Mee of Garske North Dakota.
Survivors aboard a British vessel report the 4500 ton Norwegian steamship Majoren was destroyed by a German submarine off the Irish coast on September 8. The Majoren had sailed from Philadelphia August 20 with Lion for Glasgow. 28 crew members were rescued by a patrol vessel after 36 hours in small boats.
