Great Billion Dollar Fleet Plan Aims to End Submarine Menace
Washington May 8 Congress will be asked to appropriate five to six million tons bonds for a great American fleet to overcome the submarine menace. The Shipping Board plans diverting steel mill products to government use and canceling private contracts with damages if needed. Steel and wooden vessels worth about one billion dollars may be built by the government over the next two years. Only steel for national defense will be exempt. Bisfer has introduced measures to start shipbuilding within two weeks.

The ruling affects similar claims against other German vessels in American ports. In Congress the House backed using enemy ships in American ports. Five Americans were aboard the Uruguayan ship Gorizia, sunk by a German submarine in April.
