Washington reports 1917 policy debate as leaders from the President’s cabinet and both parties push for dispatching an American brigade to France soon after Congress meets. The push centers on Rochambeau’s visit slogan and rapid mobilization ahead of an April 2 address.
New York Evening Post reports from Washington that President Wilson urged every cabinet member to serve another four years amid talks on coalition cabinets and personnel changes. The Mar 28 telegraphic note notes the request occurred during a cabinet meeting.
Governor Whitman announced at a Universal Training luncheon that he would draft men into the national guard to meet war department strength requirements if volunteers fall short. He cited the Stivers act authorizing such action.

Washington report states Newton D. Baker, Secretary of War, enrolled as Johns Hopkins University alumnus and ready to place his personal services at the government’s disposal in any capacity needed.
London reports limited food supplies to Greece but blockade remains until entente demands are met. Lord Robert Cecil says two January deaths reported but no official confirmation of starvation.
Former Illinois senator H. H. Evans dies at his son Arthur Evans home in Aurora. Evans served 28 years in the state senate and 4 in the hours for four years, a continuous record unmatched in Illinois history.
Lord Charles Beresford told the House of Lords that central power war measures have caused merchant ship losses totaling more than 420000 tons in March. The London report notes ongoing maritime losses attributed to wartime actions.
French forces push a wedge between La Fere and Laon after a brilliant night attack taking Coucy le Chateau while British troops seize Aquancourt and Longavesnes to straighten the front. In Russia German forces gain near Minsk with a gas assault forcing Russians from positions on the Shara river.
On March 28 Major P A Davis ordered the three Second regiment units to return home leaving the city anxious for protection. The War Department mobilization includes the Second Indiana regiment but Major Davis later said Indianapolis units would remain for further duty. The machines gun company Company D First regiment and the field hospital corps are kept in New Albany for ongoing duty.
A German sailor who fled from an interned ship in Baltimore Bay two weeks ago was captured in Newcastle Indiana and held for federal authorities. He gave the name S. SH. Brockmann and had come to work at the Maxwell automobile factory on March 22. He told a boardinghouse roommate that he and a companion jumped into the bay to escape. the companion reportedly drowned. The ship's name was not disclosed.
Dr Wilbur H Gilmore secretary of the State Medical Society returned from Chicago where he aided the organization of the medical reserve corps of Illinois for the United States army. He is a member of the preparedness commission of the medical reserve force of Illinois. Each county in the state is forming units. Fifty six counties organized in three days.
Noblesville Indiana March 28 A jury acquitted Elmer L Sturdevant after five weeks on trial for conspiracy to wreck the Hamilton Trust Company of which he was president when it failed He is the fifth defendant tried in connection with the four bank failures in the county two years ago and the only acquitted defendant
Papers are drawn to file an injunction suit to restrain Branch Rickey from accepting the presidency of the St. Louis Nationals. The move follows advice from Ban Johnson, president of the American league, and concerns Rickey, business manager of the St. Louis Americans.
A tornado roared through Grenhaw Hale and Pike counties killing twenty people including J. M. Middlebrooks and his daughter Ethel Dandy. Petrey’s entire town was blown down along with a depot churches and the school. Relief teams from Lapine and Luverne moved in as crops were destroyed.
Senator Hitchcock met with President Wilson at the White House and said western sentiment favors a slow path. He backs an armed neutrality course and preparations for future events, noting the President has an open mind on the resolution form Congress will consider.
In Petrograd on March 28 the grand dukes and royal princes sign a telegram to the provisional government. They abdicate affiliation with Grand Duke Michael and transfer their crown lands and appanage to the state, pledging support to the new regime. Names include Nicholas Nikolaevich, Alexander Michaelovich, Dmitre Constantinovitch, and others.
Four thousand German soldiers crossed the boundary into the Netherlands seeking food and were interned at Zurelle, according to frontier reports received in The Hague on March 28.
London reports two torpedo boat destroyers are sunk one by a mine and the other after a collision with a steamer. The official announcement confirms the losses.
