Outline of City Manager Government in Fairfield Election
A column by Mayor Ralph H. Munro argues against adopting the city manager form in Fairfield. He explains the city manager plan differs from the commission plan, outlines council structure, appointment of a nonresident city manager, duties and lack of salary limits, and warns it concentrates power in a small, noncompensated council. He cites procedural steps and potential risks for March 31 voting.
