Washington June 19 orders direct coal and oil producers to ship immediately for navy needs. Prices for coal set at 2.33 a ton mined, with deliveries and price reviews by the federal trade commission. Steel contracts fixed at 56.20 a ton for future navy ships after earlier bids at 95. Denman refused sign on 95. If mills balk, president may commandeer output or pay dif ferences.
