President Wilson cites German U boat policy against neutral and belligerent nations, warns war could come only from aggression, seeks authority to defend neutral rights and protect American lives and commerce, while preferring peace and asking Congress to back decisive measures.
President Wilson asks Congress for authority to supply ships with defensive arms and to use any necessary means to protect U S rights at sea. He seeks credit for protection measures including insurance against war risks, framing a broader appeal to universal human rights and the safety of noncombatants at sea. Illinois faces further Treasury strain with February payrolls of 450000 amid only 240000 on hand, hoping March arrivals cover the gap.
Two American ladies believed dead from exposure are among those lost after the Laconia torpedoing off the Irish coast. Twenty seven Americans aboard and three noted in first class travel include Mrs Mary Hoy and Miss Elizabeth Hoy of Chicago and Rev James Wareing of New York. Cargo valued to Britain included wheat brass cartridges and cotton. The ship sank after two torpedoes, with eight boats launched and 335 aboard.
Berlin reports a British assault east of Arras at noon failed while fighting intensified in the Safily sector toward evening according to an official statement.

London report says Kut el Amara captured by British forces after operations on the Tigris river front. Turkish positions from Samnaiyat to Kut el Amara fell and Kut el Amara passed into British hands as Turks retreat toward Baghaïlah, pursued by British cavalry.
New York Feb 27 If Congress authorizes arming to protect American merchants the American Line steamships tied at New York docks will resume sailings once armament is provided. The St. Louis St. Paul Philadelphia New York and Kroonland remain docked as the line will not sail without defense against German submarine zones.
Ottumwa Iowa February 27 Bert C Young was indicted for breaking and entering railroad cars and escaped from the Wapello county jail while awaiting trial.

New York report lists five ships sunk Monday by U boats. Laconia, Vigda, Fleber, Maria Adriana and others total 22,676 tons, bringing toll to 183 ships 455,431 tons overall after prior reports of 178 ships 432,752 tons.
Earl Richardson of Mitchell admits killing Bonnell Hadwards a fourteen year old found stabbed to death in a Mitchell area thicket. The confession, aided by circumstantial evidence, comes after Richardson was brought to Bedford jail. Gene Lynn, stepfather of the victim, had been charged but was released following the confession.
