Feb 95 joint house and senate committees release a plan for a primary intercounty system of about 6000 miles of hard surfaced roads funded by federal aid motor vehicle funds and assessments. The plan preserves a secondary county road network funded by existing taxes and allows bond financing and phased hard surfacing with district court review and town assessments.
