Congressional leaders plan to back President Wilson with authority to use armed forces and finance to meet the German crisis. Legislation would grant him power to protect American rights at sea, an emergency budget, and rapid passage before Congress adjourns March 4.
A Washington navy yard blaze triggered the full eastern city fire fleet and police reserves. Officials, citing no clear motive, label it a potential plot but suspect spontaneous combustion after discovering flames in a one story oil and paint building near the wharves.

They claim British Admiralty ships await near 4 000 000 bushels of various grains at eastern ports and have waited over a week while rail efforts to relieve the bottleneck hinder movement.
The American embassy in London notified the state department of a revised danger zone in the North sea due to Germanys unrestricted sea warfare.
Paris report states Octave Bibrea the author died in the city on February 17. The notice provides limited details beyond the death and identifies Bibrea as the article’s author.
Lloyds reports sinking of the Worcestershire and three other British steamers totaling about 12,008 tons, plus the Italian Bisagno of 2,250 tons. John Krucker fatally shot his wife Dagmar Krucker in St. Joseph Missouri and then wounded himself. Dagmar was a key witness in the Oscar D McDaniel murder trial case against the county prosecutor.

Cuban gunboats Baire and Yara, escaped from Santiago, reached Havana to aid revolutionists.
In the two weeks since the diplomatic break with Germany foreigners in the United States especially Germans and Austrians rushed to courts to become American citizens. Labor department officials say the total is unestimateable. One day alone saw more than 50 000 naturalization certifications issued.

Fritz Kais er, claimed former German vice consul in Manzanillo Mexico, was arrested in Nogales for being a German spy. He posted a $2000 bond furnished by American friends after federal officials detained him on charges of collecting U.S. military secrets.
Washington report notes the senate approved a vocational education bill providing dollar-for-dollar cooperation with states and authorizing $28,000,000 in expenditures on a rising scale through the next eight years. The measure now goes to the President.

Boston report states Kronprinzessin Cecilia, under U S marshal Libel, was deliberately damaged by order of a German commander and German embassy official in Washington. Captain Polack testified that the ship was made unseaworthy following Berlin instructions before U S Germany break in relations. Seattle report says Saxonia’s Franzhelfer confessed to wrecking parts under orders from German consul Emil Ohrt in Seattle.
The British steamer Sahara from Cadiz to Baltimore went ashore on Ship Shoal eight miles south of Cobbs Island, Va. The Cobbs Island coast guard station reports the vessel is in good condition but badly ashore. Sahara is in ballast.
Des Moines February 17. The Iowa state senate voted 28 to 21 to kill the Rule bill to license cigarette sales, keeping cigarettes banned under current law.
Representative Lenroot of Wisconsin contends Wilson acted rightly in severing relations with Germany. He also warns that propaganda to avoid war is a greater peril than war itself, as the army appropriation bill moves through the house.
Six hundred cowboys reportedly crossed into Mexico to pursue Villistas blamed for killings in the United States. Andrew Peterson Sr. leads efforts to avenge three Americans slain, with Peterson seeking border patrols and cross border actions against the bandits amid Pershing’s reported consent.
Bethlehem Steel announces sale of 50 million pounds in two year notes to a banking syndicate led by Guaranty Trust and Bankers Trust. The firm also raises its capital stock by 45 million dollars to 75 million. Funds are tied to a shell contract with Russia and delays in shell payments.
In Champaign Illinois on February 19 officials outline preliminary plans for a concrete stadium seating 35000. The field would lie east of the university adjacent to the Illinois Central railroad. A new infirmary funded by a $120000 donation from William B McKinley may be built on the current Illinois field.
