Special to the Journal reports Germany has addressed a communication to the United States proposing talks on preventing war. Details on the channel are unclear but it is likely sent via Switzerland. The notice frames a dialog to discuss means to avoid direct conflict between the two powers.
President Wilson plans no formal declaration of war but will seek powers to use measures deemed necessary to protect American seamen and travelers if Germany commits the overt act. Cabinet discussions indicate a final decision awaits further developments as war could begin without a declaration.
East St Louis February 10 editors of the Southern Illinois Republican Editorial association meet to consider a single agent for purchasing paper to gain lower rates on bulk orders. Attorney General Brundage, asked about potential legal action against paper manufacturers, will address the group.
