Washington reports state no ship sinking yet constitutes the overt act that will lead to war with Germany. Officials say the overt act is imminent and only a matter of time.
A dispatch from Ambassador Willard clarifies that Gerard remains in Berlin and was not in Berne, Switzerland as previously believed. The telegram error dated Berlin via Berne caused the misimpression.
Telegrams from the Berlin legation reveal German authorities will not allow Americans to depart. Ambassador Gerard and staff may be detained until the Bernstorff case and the fate of captured German crews are decided. State Department notes possible movements but confirms no direct word from Gerard.
