London dispatch reports Allied anti submarine war gains and a convoy system forcing German U boats to alter plans. British American actions and November month results show high submarine sinkings with minimal tonnage loss, while group attacks by submarines prove costly to the U boat force.
Secretary Baker told General Crozier he bears responsibility for war department actions up to June 17 last but cannot discuss details for publication. He defended mass production and testing of Browning guns, noted a board appointed to judge machine guns, and said American forces abroad would be adequately supplied.
A United States patrol boat sank off an Atlantic port after a collision with two other vessels whose identities were not established. The crew was saved and much of the boat’s equipment was removed before it went down, with only scant radio details available.
Washington reports a further 25 million dollar payment to Italy, raising total U S aid from the 500 million credit to 820 million. In San Francisco an unnamed Japanese official is tied to a German plan to stir rebellion in India by moving Hindu suspect Hiramba Lal Gupta to the city.
Field Marshal Haig forwards a report by General Byng praising U S Army railway engineers who aided near Gouzeaucourt on November 30. Haig thanks General Pershing and notes losses among engineers wounded and one death, Clyde Koblentz, as the American forces faced the Cambrai fight.
A morning bombardment at the Bethlehem Steel shell loading plant near Newcastle, Delaware, sparked a fire that destroyed a 200 by 100 foot frame building containing 4,600 shells. The chief guard Theodore Jacobs of Harrison New Jersey was killed when a shell blew off his head. Other injuries were minor as workers fled or aided others.
It was reported that German terms for an armistice demanded Russian evacuation of Petrograd until peace. It was unclear if Germans would occupy the capital. Other demands included Baltic fleet disarmament and Ukraine including the north shores of the Black Sea.
Reports from Rome Berlin and Washington on December 13 detail Italian resistance on the Brenta Piave front with some positions reoccupied. Austro German forces take prisoners and Russian reinforcements arrive as snow begins to fall, raising hopes the offensive may be checked.
The New York Central railroad is ruled not liable after the dismissal of $60,000 damage suits by Mrs. Cora Heernan and her mother Mrs. Lucinda Burton. Police removal of the women from a train at Syracuse, amid suspicion Heernan was Belle Guinness, cited as the Indiana farm murder suspect.
Soviet war reports say the Black Sea fleet supports Rostov on Don combat as General Kal edines advances. Prominent constitutional democrats including Vladimir Nabukoff Max Vinayer Nikolai Kuttler and Countess Panin are arrested amid claims the constituent assembly will convene only after 400 members gather.
Washington dispatch reports bakers started producing a standardized loaf of bread under food administration rules. The loaf must contain minimum fats and is to be sold at 7 cents per pound, though an official price has not yet been established.
American merchant ship crew reports engagement three days from Archangel Russia and says they destroyed a German submarine by gunfire.
Madrid reports Premier Athucema announcing the Spanish steamship Claudie was bombed by a German submarine. Eight sailors were killed and others wounded in the attack.
General Crozier testifies before the Senate committee that delays in securing machine guns were due to Secretary Baker. He notes rifles and guns were being tested, with French and Vickers arms used by American forces, and Lewis guns not adopted. He says war declaration hastened work and that no funds from the August $100 million were drawn.
Navy announces death of Joseph Schaeffer twenty three aboard the A-2 submarine after an on board blast. Schaeffer entered the navy in 1912 at Omaha Nebraska, left in 1916, re enlisted in 2016 as an electrician. His sister Mrs. Clara Amen resides in Hastings Nebraska.
