Berlin reports that Germany and its allies propose to enter peace negotiations at once. Chancellor Von Bethmann Hollweg says the proposals aim to establish lasting peace and have been transmitted to the United States, Spain, Switzerland, and other protecting nations. Similar proposals are sent to Austria Hungary, Turkey, Bulgaria, and the Vatican.
