Washington reports urgent push for annual replacement of seacoast fortifications to meet new artillery, air threats. Engineers urge overhead cover upgrades, faster firing guns, expanded ammunition magazines, and portable mounts to adapt coastal defenses to post World War I warfare.
A Prague–Czecho-Slovak dispatch via Copenhagen reports the Montenegrin skupshtina has deposed King Nicholas and favored uniting Montenegro with Serbia under King Peter. The king's family was included in the deposition act.
Brussels reports the central industrial committee of Belgium has completed a study valuing the damage caused by German occupation at six billion six hundred thousand dollars. The figure covers seizure of machinery and raw materials and other losses during the occupation.
Governor Williams proclaimed that the woman suffrage amendment won a majority of the votes in the recent general election and is now part of the state constitution.
Berlin braces for possible Allied occupation as Vorwaerts cites an exhausted armistice and Foch allegedly demands 5000 locomotives. Erzberger protests the demand, while British destroyers reach Libau and Wilhelmshaven. Spartacist agitation grows amid panic and calls for protection from foreign diplomats.
Reuters reports from a Greek source that in 1914 the Turks deported 700,000 Greeks, leaving 500,000 refugees in Greece. By 1917 the Turks had deported 2,140,000 Greeks and Armenians, with 900,000 Armenians and 760,000 Greeks killed or dead. 200,000 mobilised Greeks were slain or suffered. Many women and children were forcibly converted to Islam, and Greek property valued at 3 billion francs was seized.
American prisoners returning from German camps report scanty food and bad housing. General Pershing has informed the War Department. No evidence of discrimination or authenticated brutality reports emerged.
A Virginia representative, Carter Glass, is expected to be named by President Wilson to succeed William G McAdoo as Secretary of the Treasury. The claim comes from a party member sailing for the Paris peace conference and has not been officially announced.
President Wilson intends to use the prestige of his office to oppose militarism in all forms at the forthcoming peace conference in Paris. He believes Prussia's military power has been crushed and views this as a major war outcome as he departs for Europe aboard the George Washington.
President Wilson Secretary Lansing and a large delegation sailed from Hoboken aboard the U S George Washington early Wednesday bound for Cherbourg. The ship was escorted by the battleship Pennsylvania and five destroyers as security and ceremonial escort. The party plans to reach Cherbourg by December 12 with high security measures in place in Hoboken to protect the contingent.
About 500 to 600 women, high paid but recently discharged, marched to Downing Street to see Premier Lloyd George but were told he was unavailable. They then went to the ministry of munitions where officials met a deputation. A conference was planned with employers present.
Washington on December 4 reports all sugar restrictions for household and restaurant use were removed by the food administration. The wheat flour substitute rule has also been dropped, relieving household necessity to conserve food while voluntary conservation of all foodstuffs remains required.
City of Luxemburg December 3 The American army entered Rhenish Prussia with silent discipline as rifles loads and artillery moved in. Soldiers in khaki marched through towns and valleys along the Moselle and Saar lines without demonstrations from the local populace. Major General Diekmann’s force crossed the frontier and advanced about 12 miles by nightfall securing positions along the Saar River near Saarburg and Treves.
London reports say Britain France and Italy back bringing William Hohenzollern to trial for crimes and will press Holland for surrender if needed. Officials warn he may be treated as a pirate if Holland withholds extradition while Germany weighs how to respond.
Washington December four. The White House announced that United States Fuel Administrator Harry Garfield has tendered his resignation to take effect at the pleasure of the president and that the president has accepted. Garfield plans to remain at his post the rest of the month and will then return to Williams College after the holidays.
Lieut. Robert B. McLain traveling from Scott Field Alabama to Kansas City suffered a broken leg a broken arm and numerous bruises when his plane dropped 60 feet during a landing near Jefferson City Missouri He was taken to a hospital where doctors said recovery was likely.
