Mrs. Gertrude Bonnin a highly educated Sioux seeks Washington legislation to ban peyote the narcotic cactus drug sold to Indians. The drug mimics opium and has led to mental and physical degeneration. Her husband, a French and Indian descent US Army lieutenant, supports her. She is a magazine contributor and a noted violinist pianist and public speaker.
Washington reports Italian regiments are already in France forming the right wing of the allied forces. Italian high command estimates about 200,000 Italian troops will join the west front, aligning with General Foch and possibly rivaling Pershing's numbers.
Stephen Burian appointed minister of foreign affairs of Austria-Hungary succeeding Count Czernin. He retains his portfolio as minister of finance.
Italian military experts say Italy can mobilize many soldiers for service if properly armed and supplied. They note French and British war departments are prepared to provide equipment and arms for these troops in the current war front arrangement in Italy.
President Wilson rode the British army fighting tank Britannia around the White House grounds for the Liberty loan drive. He burned his hand slightly on a hot pipe as he exited through a side hatch, but the injury was not serious. He canceled the Cabinet meeting and met with Secretary Baker to review the front and air situations.
Washington reports the house voted to raise the Marine Corps to 75500 men to allow a full division for Pershing's expeditionary force. The increase, backed by General Pershing's recommendation, would add about 50 percent to enlisted personnel and enable front line deployment from France. Representative Britten of Minds is credited for pushing the measure.
Representatives of major copper producing and refining firms have been asked to appear before the war board in Washington to discuss adjusting existing contracts between producers and refiners.
British forces report complete success in counter attacks in Flanders. They advanced defenses at Givenchy and Festubert and re established positions. German efforts southeast of Robecq were repulsed with nine machine guns and prisoners taken. French troops halted German attempts southeast of Amiens.
General Pershing's report praises American engineers with the British Fifth Army for holding a sub sector against German attacks in the spring offensive. Secretary Baker calls it splendid reading. casualties were 2 officers killed, 3 wounded, 20 men killed, 52 wounded, with many missing or separated from commands.
Tokyo reports little concern over the landing of Japanese and British forces at Vladivostok. Japanese papers say efforts of jingo elements failed to inflame action and antigovernment outlets show no clear motive to disrupt the alliance with the United States and Great Britain. Officials emphasize noninterference unless necessary and note U S observation.
In Philadelphia the Phillies defeated Boston 4 to 2 while New York beat Brooklyn 7 to 6. No other NL games were played due to rain. In the American League Boston rolled to a 29 to 1 win over New York. Washington 1 and Philadelphia 0. No other AL games were played, the day was cold.
Word reached the William Penn Charter School that Col. Raynal C. Bolling once listed as missing in dispatches has been killed in action in Ottlon France. The casualty confirms a long anticipation by officials and the Bolling family.
J O Bentall and James A Peterson of Minneapolis were sentenced to five and four years respectively in Fort Leavenworth for espionage law violations. Both appealed The cases involved Bentall opposing the draft and a Peterson article criticizing war aims.
Washington April 20 The uniform wage scale now in effect in Atlantic coast and gulf shipyards was made effective for Great Lakes yards retroactive to April 1 The wage scale will raise wages for nearly all crafts says the ship building labor adjustment board It sets eight hours as the standard workday provides overtime at time and a half and double time on Sundays and seven national holidays and orders craft committees to settle disputes.
Washington April 20. Justice Department accountants are halfway through their probe into Hog Island ship building by the American International Corporation. A report is expected in about a month with no evidence of illegal practices found so far though instances of extravagance and careless expenditures have appeared.
